​WHERE TO LOOK FOR RULES
GOVERNING INDUSTRIAL PRETREATMENT
OF WATER AND WATER DISCHARGE

THE GREAT LAKES WATER AUTHORITY has in place Industrial Pretreatment Program (IPP) Rules that require their IPP to meet certain requirements and to report through GLWA if there are noncompliance issues. The IPP Rules say, in part:
 
"CHAPTER II – RULES GOVERNING IMPLEMENTATION, ADMINISTRATION AND ENFORCEMENT OF INDUSTRIAL PRETREATMENT PROGRAM REQUIREMENTS The Board has adopted an Industrial Pretreatment Program and received approval from the State of Michigan for GLWA to be a Control Authority to implement, administer and enforce the program within the GLWA Service Area. The following rules have been adopted to describe a uniform means of carrying out the duties and obligations placed upon the GLWA as the Control Authority."

MDEGLE (MI DEPT OF ENVIRONMENT, GREAT LAKES AND ENERGY) regulates GLWA by way of state permits, air, waste and water discharge and by onsite inspections. Water discharge is regulated by NPDES PERMIT NO. MI0022802. GLWA is required to report regularly to EGLE on standard discharge monitoring reports (DMR) and semi-annual and annual IPP and PFAS minimization status. GLWA posts these reports at this link. 
 
As far as a report card or quick access to compliance information, all of that for both IPP and GLWA is in the MIWaters system. There are two ways to access and use MIWaters.


  1. Public access to public notices, events and permit activities like application submission and approval. You can set up alerts on this website but there is limited information. 
  2. Where there is a lot of information for a facility is in MIWaters SIte Map Explorer where you can access each individual facility of interest and where they upload everything to do with compliance to their water permits. https://miwaters.deq.state.mi.us/nsite/profile/8393239592627937385
